Understanding Tuition per Credit for Online Degrees

How online tuition is quoted per credit, course, term or program, how in-state, out-of-state and flat online rates differ, which fees sit on top, and how to estimate a total.

Most online programs advertise a price per credit, and it is the most useful number on the page: it lets you compare programs and estimate what you will actually pay for the credits you have left. But a per-credit rate is not the total cost. Rates are quoted on different bases, they may depend on where you live, fees are often charged separately, and some costs never appear on the tuition page. This guide explains how to read those numbers.

Tuition is quoted on different bases

Before comparing two prices, check what unit each one describes. Examples from official pages:

Some schools combine bases. Penn State World Campus charges its online MBA students $1,286 per credit when taking 11 or fewer credits and $15,434 per semester at 12 or more. Its online psychology BS also changes rate by progress: $644 per credit with 59 or fewer credits earned and $692 with 60 or more (at 11 or fewer credits per semester).

Flat-rate terms reward taking more courses per term, because the price does not rise with your load. Per-credit pricing rewards transfer credit most directly, since every credit you do not take is a credit you do not pay for. A per-program price may not shrink if you transfer in credits, so ask. Arkansas State shows both forms for its online MBA: $524 per credit hour and $17,292 total tuition.

In-state, out-of-state and flat online rates

Public universities often charge online students different rates depending on residency:

  • Ball State's undergraduate online rate is $346 per credit in-state and $578 out-of-state.
  • East Carolina University's fall 2026 distance education tables list undergraduate tuition of

$191.04 per credit hour for residents and $889.63 for nonresidents, before fees.

Others charge one online rate regardless of where you live:

  • Mizzou Online states that "Online students pay online tuition regardless of residency" for its MPH

in Health Promotion and Policy, at $653 per credit hour (program page).

  • Rutgers says students in its 100% Online MSW "pay a fixed credit price regardless of residency,"

$1,099 per credit (program page).

  • The University of Iowa says Iowa residents and out-of-state students pay the same tuition for its

online political science BA.

Separate rates may also apply to specific groups. New Mexico State University lists an active military rate of $250 per credit hour for its online psychology bachelor's. Discounts like these carry eligibility conditions, so read the footnotes.

Fees that sit on top of tuition

Fees can be charged per credit, per term or once, and some pages fold them into the rate while others do not:

  • Per-credit fees. George Mason lists $795 per credit hour for its online MSW plus a $35 per

credit hour distance learning fee. Ball State adds a $25 per credit online fee. Old Dominion's MBA has a $125 per credit hour program fee on top of standard graduate tuition and mandatory fees.

  • Already included. Oregon State says all of its per-credit Ecampus costs include a $15 per credit

distance education fee. WGU says its FNP term price includes tuition and all associated program fees.

  • Per-term fees. Norwich lists a $100 library fee and a $150 technology fee per term for

undergraduate online degrees.

  • One-time and program fees. Norwich lists a $150 graduation application fee; Oregon State lists a

$450 undergraduate matriculation fee; Boise State's online MSW lists a $300 field education fee that includes liability insurance.

Rates also change. East Carolina labels its tables for fall 2026, and the University of Alaska Fairbanks gives its $43,300 estimate for the online psychology BA "based on current rates." Plan for increases over a multi-year program.

How to estimate a total

  1. Count the credits you will actually take. Start from the degree total, subtract transfer and

prior-learning credit the school has confirmed, and remember the academic residency minimum. See transfer credits for online degrees.

  1. Use the right rate. Confirm your residency category and whether a flat online rate applies.
  2. Add per-credit fees to the per-credit rate. At George Mason's published MSW figures, that is

$795 + $35 = $830 per credit hour before other fees.

  1. Add per-term fees times the number of terms your pace implies.
  2. Add one-time fees: application, deposit, matriculation, graduation, field or residency fees.

Published totals help, but check what they include. UF's College of Public Health lists an estimated total for its online MPH that it says includes tuition and fees; Boise State labels its MBA figure an "Approximate Total Investment." A total built on a standard credit count may not match yours if you transfer credits or need prerequisites.

What per-credit tuition leaves out

Your school's cost of attendance (COA), the budget its financial aid office uses, is broader than tuition. Under the U.S. Department of Education's Federal Student Aid Handbook, COA can include tuition and fees; books, course materials, supplies and equipment, including a reasonable allowance for a personal computer; transportation; and living expenses (food and housing) for students enrolled at least half time. For programs that lead to a required license or certification, it includes an allowance for obtaining that credential.

The Handbook also says schools may not distinguish by mode of instruction when setting COA for distance education students, though aid administrators can adjust an individual student's COA, for example excluding transportation costs the student will not incur. In practice, an online program's published COA may be far higher than its tuition, and it is a budget, not a bill.

Questions to ask the school

  • Is this rate per credit, per course, per term or per program, and for which academic year?
  • Which residency category applies to me, and is there a flat online rate?
  • Which fees are included in the quoted rate, and which are billed separately?
  • Does a program price drop if I transfer in credits?
  • What will my total be for the credits I have left, at my planned pace?
